Although one-third of the local funds is spent for education, the $84.00 spent per child is an increase over the state average of $73.00. This is far below the national average of $206.00.
The average salary of white teachers is $1900, colored faculty, $1400. The number of pupils per teacher varies from 25 to 40. The state provides a specific grant of $1800 for the vocational instructor. All teachers are on a retirement program originated in 1944. The state matches their four per cent of salary and they are permitted to retire either after 30 years of service or at 65 years of age. Retirement at 70 years of age is compulsory.
The school building programs are financed by either bond issues, state appropriations and matching federal funds.

FIRE PROTECTION
The Fire Department consists of three paid members, selected and controlled by the mayor and commissioners, and seventeen volunteers, controlled by the fire chief. A training course for new members is given once a year, as is a public fire prevention program. The fire station is located on Ul-man Avenue and Second Street. Fire equipment consists of a fire engine, purchased in 1929, and fire hoses, purchased in 1948. Fire insurance rates are higher than they should be, due to the lack of sufficient fire hydrants, and to the fact that most of the water mains in town are smaller than the four-inch size required for adequate pressure in extinguishing fires.
However, Bay St. Louis has had a very good fire record for years, and in case of emergency the fire department of Waveland, Pass Christian, and Gulfport can be called upon for assistance.

There are three officers and one chief of police, all of whom are appointed by the mayor and commis-
