LAWS OF MISSISSIPPI.
Vncaneici § 6. Be it further enacted, That it shall be to be fiiua the duty of the president, in case of the death, resignation or removal of any of the selectmen, to call a meeting of the landholders, freeholders and householders within said town, for the purpose of holding an election to' fill the vacancy caused by such death, resignation or removal, - having given five days previous notice by advertisement posted up within said town.
Power to § 7. Be it further enacted, That the selectman by - men shall meet on their own adjournments and may make such by-laws and regulations in writing, not inconsistent with the laws of this State, as to them shall appear necessary for the good government of said town, and the same put in execution, revoke and alter, as to them shall appear expedient; said by-laws and regulations shall be posted up at three of the most public places within said town, five days before they shall be in force; and in all questions arising under the said by-laws, the presumption shall bo that publication has been made as herein required until the contrary be shown ; they shall have power to appoint all other officers as they may think fit, and by ordinance require the necessary securities from the different officers of said town, to impose and tax reasonable fines and amercements in any one case not exceeding fifty dollars, upon all persons who .shall offend against the laws of the corporation, and all such fines and amercements shall be taken and levied of the goods and chattels of said offenders by warrant, under the hand and seal of the president, directed to a constable or other legal officer who is required to executc the same, which fines and amercements shall be paid in the town treasury for the use of said

town ; thoy shall have power to grant licences for the erection of wharves within the limits of said town, upon such terms as they shall see fit.
§ 8. Beit further enacted, That if the inhabitants of said town fq.il in any year, at the time prescribed by this act, to elect the selectmen, any one of the selectmen forthe year preceding, or in case of neglect of said selectmen or man, any justice of the peace residing therein may » call a meeting of the landholders, freeholders and householders, for the purpose of electing said selcctmcu, by giving five days previous notice by advertisement posted up in said town, and the selectmen so elected shall have the powers and privileges they would have if elected at the time prescribed.
§ 0. Be it further cnacicd, That the board of Power* selectmen shall have power, and it shall be thea,)d <JurW' duty of such board to appoint annually, at such time as tiiey may deem proper, three porsons as a board of health, of. which the president of the board of selectmen shall be ex. ojjicio president.
& 10. Be il further cnacicd, That the board of health so appointed shall have power to take such measures as they shall deem effectual to prevent (he spreading of any infectious disease, to stop, detain, and examine for that purpose every person coming from any place infected or believed to be infected with such disease, to cause every person whom they shall suspect of being infectcd to be kept in such manner as not to endanger the public health, and to appoint such and so many persons to aid them in the execution of their powers.
