LOCAL
GOVERNMENTS
TESTED
Relatively unsopliisticated municipal and county governments, some of them newly elected to office, were sorely tested in Hancock County, Harrison Countyj Waveland. Bay St. Louis, f&ss Christian, and Long Beach.
For the first few days most of the areas were under martial law declared ty the Governor. Residents of Ihss Christian were mostly evacuated to refugee centers in Jackson and Hattiesturg "because of large scale destruction of Ibss residences.
Most of the men serving on these local government todies forgot atout their own personal IxLsiness interests, and worked l^J-. 16, 18 hours a day to solve their community pro-tlems. At every step they met a morass of red tape on applications and forms in tiy-ing to secure federal aid. Confusion was piled on top of confusion, most of it not the fault of the local officials. Federal agency representatives dia little to clear up the confusion.
With so much destruction, most local governments didn’t even know wliere they would get the money to operate police, fire, water, sewerage and other public services.
In our opinion, each man performed to the top of his individual ability. The effectiveness of results can he test measured ty events.

On the eve of August 17, Budd’s Ladies Fashions was loca-i ted in the A & P shopping center. Like everyone else, by morn-I ing it was wiped out by Camille.
I The Morning after the Night before, Mrs. Budd had as sole possessions - a car, a dog, one pair of slacks and a blouse. The L entire stock of Budd’s Ladies Fashions was lost, not to men-Ition her home also in Long Beach. She immediately set about | the task of estimating the losses in order to recoup and recover. , “Clothes were strewn in every direction as far as you could | see - from Menge to R. R. ave. The trees looked like they were
I	decorated for Christmas. The church pews at St. Thomas were [covered with clothes. Negligees were hanging out the windows.
II	know some of the fish in the Gulf are the best dressed fish in | the world.”
