ORDINANCE
An ordinance creating and empowering the Bay St. Louis Preservation/Development Commission to regulate, preserve and protect historic districts and landmarks within the City of Bay St. Louis.
Section I. The Council of the City of Bay St. Louis hereby ordains that the purposes and objectives of this Ordinance Include, , but are not limited to, the following:
A.	Safeguard the local heritage by preserving the cultural, social, economic, political and architectural elements of the community.
B.	Stabilize or Improve property values by district wide upgrading of structures and environments, thus elevating the tax base.
C.	Foster civic beauty by improving the buildings and environmental quality through preservation and restoration of historic properties.
D.	Establish a program of public, semi-public and private historic preservation activities, to foster coordinated efforts
by all sectors of the community.
E.	Integrate the historic buildings and sites with the modern environment, realizing that a dynamic community is the result of a variety of visual effects, each complementing and reinforcing the other.
Section II. The governing authority of the City of Bay So, Louis has been authorized to establish a Historic Preservation Commission, hereinafter referred to as "the Commission" by Section 39-13-5 of the Mississippi Code of 1972, to preserve, promote and develop the historical resources of the City of Bay St. Louis. The Commission shall consist of five (5'-) residents of the City who shall be appointed by the governing authority of the city with due regard to proper representation in such fields as history, architecture, law. All members of the Commission shall serve for terms not to exceed four [k) years and shall be eligible for reappointment. All members shall serve without compensation. A chairman and vice-chairman shall be elected annually from the membe of the said Commission. The Commission shall employ such qualified staff personnel as It deems necessary.
