Mr. Mayor and members of the City Council:
In accordance with your instructions, the Preservation Ordinance Advisory Committee submits the enclosed preservation ordinance draft.
The version that the first ordinance committee submitted 1o you has subsequently been reworked to bring it into compliance with the Model Preservation Ordinance provided by the Historic Preservation Division of the Mississippi Department of Archives and History.
Surprisingly few revisions were necessary since both our original document and the model document were designed after the Natchez ordinance. Only one paragraph remains in controversy: Section VIII, paragraph D, sub-paragraph 5 on page 11, which begins “Following recommendation..This is the wording provided by the state in their model, but several of our members find it unclear and ambiguous. I have discussed it with Mr. Scafidi who said that it is legally clear. We would appreciate your feelings on this.
We remain at your service and wait for further instruction.
Sincerely,
Charles H. Gray
