As you leave public office after serving as Mayor of the City of Bay St. ? Louis for twelve years, I want to thank you for your service and complete dedication to the people - treating everyone . alike, with no regard for financial standing, race, weed or color. ' We were ? your people, and you gave us your all.
I thank you because you never seemed to lose your cool ^ when all around you were ! losing theirs, and because you' A were always kinti and patient, " never too weary to listen to i our requests)and complaints, f even though many, times (we .j2 ??<::wiere: sdeimaulding, unreasonable arid un; cooperative.	\
Thank you for 1thenu' - -knowledgeand experience'?$6ili'*ff brought to us from m,4n/n' areas of business and dvic ?? life, along with the com-nt i: petence to haridl6-the com-,?{8 fplexities of dty government; i c 1 Thank you' iot: your deter-, mined efforts, over a period of many years, to change our unpopular form of government. Although many said it : *' could not be done, you were:
?	able to bring about the new Mayor-Council Plan, which will give us all a voice in the operation of the dty.
You were never wasteful with our tax ' dollars, nor ? negligent with the affairs of the dty, often taking the unpopular stand, when you considered it to be right and honest, and for the good of all of your people. This was often misunderstood.	....
You never made promises unless you believe they could be fulfilled, and yoU? always worked diligently'??? to^ carry ? them out.	'?J'
Under your leadership Bay? St. Louis has seen continuous growth, and has become the deanest and most attradive > dty on the Mississippi Gulf Coast.	'
