A "Samuel Lyon?" was appointed to an entirely new Eoard of Supervisors for Harrison County when it held its first meeting on July 11, 1870. This Board followed a previous one that had been appointed fcy the United States Army, Gen. Alvan C. Gillam, beginning May 3> 1869- In Octoter y 6, 1869, another new Eoard met including Sheriff. On July 11, 1870, the third anpointed Board was created following scandal of previous Board. It consisted of:
Alexander Scarborough - elected President by other members (*+5 year old Teamster originally from Georgia)
Daniel Walker (65 year old Farmer from Massachusetts) Samuel Lyons (*+2 year old Carpenter who came from Alabama) E. Hart Henry Smith
f "who have teen duly appointed members of the Board of Police of Harrison County11 according to Minutes L. L. Davis - "duly appointed Clerk"
Louis E. Pradat - Sheriff - undoubtedly similarly appointed (50 year old Merchant from Louisiana)
February 21, 1871, Supervisors anpointed S. Lyons to let contract to Repair Jail, Jail House, Kitchen, and building a good and substantia Fence around the Court House property, accepting bids March 6. Work was let March 27 and on June 26 ~135 was paid for Fence and S590 for the other work to John Hurlburt. B. Leger was paid $123-05 for lumber for Jail Fence August 7, 1871. Sheriff L. E. Pradat had offered to build Fence around Jail at his own expense on July 10 with County furnishin'g material and it was accepted.
S. Lyons* drew S12.00 in payment Oct. 16, 1871, for traveling 20 miles to att endrpqtxBoard of Police Meeting and spending 2 days.
On petition Nov. 27, 1871, of Jno. Morrison, it was ordered by the Eoard that J. Clark, Samuel Lyons, N. Couzins, J. J. Camp. W.M.Jordan, Chas. Fayard and VJ. J. Miles be appointed Commissioners to meet at Morrison?s Old Store December 11, 1871, and lay out a route for a - road from Biloxi to connect with the Road from Mississippi
City to James Brown's place (Beauvoir) running South of the Railroad and as near in a straight line as possible.
Same day also appointed J. T. Liddle, Calvin Taylor and James Cruthirds to examine the Cross "Way running across the Marsh north of Bernard's Bayou (Handsboro) and report the best and cheapest plan for making it a good and passable road at all times and how much it should be raised with an estimate of the probable cost.
