Subject:	Petition seeking vote on issue: Shall we keep our present
form of Government in the City of Bay St. Louis consisting of a Mayor and two commissioners, or shall we change to a more representative form of government with a Mayor, ^ councilmen by wards, and 1 councilman at large.
Background information:	John	McKenna,	a	member of the MIDAS GROUP,
now serving as Chairman for the Citizens1 group, was charged with the responsibility of seeking ways and means to promote the best interest of Bay St. Louis A Through a cross-section of public opinion he learned many persons in Bay St. Louis are unhappy with the present form of government, or with the administration of the present form of government, or both. A group organized	composed of volunteers who made	a study	of
the several available forms	of government for municipalities	of
comparable sizes. Following the study, debate and discussion, the group formulated a petition seeking a vote from certified voters.	It	was	the
hope of this group to bring	the issue before the people by
1.	93	pages of the petition containing 1,155 names was
submitted on 'Thursday, January 20, 1977 to Mayor Warren
Carver at a special meeting of the City Countil called for
the purpose of receiving the petition. The petition was
formally presented to City Clerk and Commissioner, Lucian Ki<id. With'fthe assistance of City Attorney, Jody Gex,
ComnviB^ioner Kidd acknowledged the number of names and pages in the petition and stated he would comply with the law
