2.	2. City Clerk, Lucian Kidd, told those in attendance at the meeting (1/20/77) that he would require the Election Commission to verify the names using the voter's card system and the voters journals listing qualified voters according to polling precincts.
3.	A follow-up inquiry made to Commissioner Kidd revealed the members of the election commission declined to serve because of other and more urgent Business.

Mayor Warren Carver, told me that she had inspected the petition and recongized the names of 247 persons as being disqualified of which she verified 48 as being qualified voters and made this information known to Commissioner Kidd. Whereupon Commissioner Kidd
