are divided between the city and the county, and further funds come from an annual tag day, individual donations, and occasional book reviews. It is supplied with additional material four times a year by the state bookmobile.
Bay Saint Louis has one Methodist, one Episcopal, one Baptist and two Catholic churches for white residents. For colored residents there are one Catholic, two Methodist, and two Baptist churches. St. Augustine’s Seminary, the only Catholic seminary in the United States for training colored priests, is also located here. Each church has several religious societies.
There are three weekly newspapers here—The Sea Coast Echo, the Hancock County Eagle, and the Light.
FORM OF GOVERNMENT
Since 1927, Bay Saint Louis has operated under the commission form of government. The governing body, called the Commission Council, is composed of a mayor, a commissioner of finance, and a commissioner of public utilities. The Council, which has jurisdiction over all matters pertaining to the municipality, meets on the first and third Monday of every month, and the meetings are open to the public. The mayor and the commissioners are elected for four years each and may succeed themselves indefinitely. Each receives a salary of $3600.,

TOOLS OF GOVERNMENT
Personnel:
Including the three members of the Commission Council, there are thirty persons working in the city government, and forty-two in the public schools. They are hired by the Commission Council and the School Board.
Town government jobs are classified as follows: The Mayor, Commissioner of Finance, and Commissioner of Public Utilities.
Police Department: The chief, and three subordinates.
Fire Department: Chief and two subordinates. (There are also seventeen unpaid volunteer firemen.)
Other employees are unclassified, with the exception of one road grader. There is no promotion or retirement program. Employees are hired and fired at the will of the Commission Council. Several employees do clerical work and should be classified as skilled.
Finance:
The Commissioner of Finance is a member of the council responsible for handling finances in accord with the other two Commissioners. The town budget includes all revenues and expenditures, both current and capital. This budget is broken down to give detailed information as to expenditures and revenues.
