THE MONARCHS OF FRANCE AND SPAIN HAD LONG CARRIED ON THE TRADITION OF GOING BEFORE THE OAK TREE OF GUERNIKA OR SAINT JEAN DE LUZ, TO RECITE A PLEDGE LIKE THIS BEFORE THE BASQUE PEOPLE.
