SECTION 3. Before it may designate one (1) or more historic districts,

shall establish an historio^preservation commission	serve,	promote
and develop the historical resources o£ such county or municipality in accordance with the provisions of this act. ^Such commission shall consist of five ^5^residents of the county or municipality establishing the commission who shall be appointed by the governing authority with due regard to proper

representation in such fields as history, architecture, urban planning, archaeology and law. All members of the commission shall serve for terms jiot to exceed six (6) years, and shall be eligible for reappointment. boundaries. -Failure of the department to submit its analysis and recommendations to the municipality or county within sixty (60) days after a written
request for such	analysis has been mailed to	it shall relieve the municipa	
or county of any	responsibility for awaiting	such analysis; and	? said body
pay at any time	thereafter take any necessay	action to adopt or	amend its
ord inance.
J!ECT10N_5. The governing authority of any county or municipality, individually or jointly, is authorized to make appropriations to an historic preservation commission, in any amount that it may determine necessary for
